As a teenager, Hills, was an avid golfer and worked at Meadowbrook Country Club, Northville, Michigan. He attended the University of Michigan where he played collegiate golf. He graduated in 1953 with a degree in landscape architecture.

Hill owned a landscape company while simultaneously pursuing advanced education. He shifted his effort to golf course design in 1966 opening his office in Toledo, Ohio. His first design golf course design project was Brandywine Country Club in Maumee, Ohio. The project started in 1969. Brandywine was a 27-hole course that opened in 1969.

Steve Forrest joined Hill's firm 1979. Steve was named a principal in 1999 and the firm's name was changed to Arthur Hills / Steve Forrest and Associates.
